- MNO (Mobile Network Operator):

- Mobile Virtual Network Aggregator (MVNA):
Managing and running many small MVNOs can occasionally be challenging for operators. This is the reason MVNA came into being. MVNA gathers several MVNOs and distributes the MNO's network resources to them. OSS (Operation Support Systems), BSS (Business Support Systems), and the billing system are all often owned by MVNAs and connected to MVNOs.
MVNA often have no subscribers, whereas MVNOs run their businesses.
- Mobile Virtual Network Enabler (MVNE):
MVNOs require access to an MNO network and a system to manage their subscribers and products, all of which can be made possible by MVNE.
Without their infrastructures, the initial MVNO would find it easier and faster to grow their business with the assistance of a seasoned MVNE who could affordably offer them infrastructure and related services.
MVNE also provides billing, network platform, operation and administration, and other services to MVNO as the connecting bridge between MVNO and MNO, enabling OSS/BSS but having no relationship with the MVNOs' consumers. MVNE focuses on empowering MVNOs to provide terminal subscribers with improved services.

Each MNVA and MVNE can be connected to more than one MVNO and more than one MNO, and they typically are. An MVNE and an MVNE can also be the companies that purchase wholesale minutes from the host network and then sell them on to MVNOs.
As a result, the MVNE and MVNA can purchase wholesale minutes from MNOs in larger, more cost-effective quantities than individual MVNOs.
